How to join the Priority Program (Saudi Authorized Economic Operator - AEO)

Joining steps:

  1. Establishment submits the request by visiting ZATCA’s website and filling out the registration form which contains:

    - Company Information

    - Requester Information

    - Attach a detailed list of executive management and board members

    - Attach the financial statements for the last 3 years

    - Attach bank statements for the last 3 months

    - Attach contracts with the customs broker

  2. The Authorized Economic Operator team conducts the initial assessment of establishment and its eligibility to join.

    - In the event that the request is accepted in principle: once the company has passed the initial assessment, the establishment will be required to complete the self-assessment form to determine its meets to specified criteria and conditions where all questions regarding commercial compliance and safety standards must be answered in the context of the establishment’s activities in the international supply chain which should be applied only to the extent that they are relevant to the activities of the establishment and require the participation of more than one department of the company to complete it, The form is reviewed by the audit and accreditation team after receipt by the company and the completed self-assessment form is a very important document in the decision-making process.

    - If the request is rejected in principle: the establishment will be informed of the rejection and reasons that led to.

  3. After the request is reviewed and the self-assessment information is validated to obtain the status of an authorized economic operator of the establishment, the AEO team allocates a working team to verify the commitment of the establishment in achieving the requirements and standards of the Program and a date is set for the start of the accreditation phase and field audit in order to collect primary information on specific operations such as import and export and security of the supply chain where it is confirmed and tested at the location of the facility.
  4. The establishment is recognized as an authorized economic operator in the Kingdom of Saudi Arabia after ensuring that it meets all the requirements and standards and obtains the benefits of membership of the Program.
  5. In the event that the establishment does not meet the requirements, it shall be informed of the rejection of the request and reasons that led to the rejection. ​
